Gonna post some fun thing about this.
Hope the effect is confirmed.

When this card is Xyz Summoned using
"Galaxy-Eyes Photon Dragon" as Xyz Material: Negate the effect(s)
of all other face-up cards on the field. Once per turn: You  can
detach 1 Xyz Material form this card; detach all Xyz Materials from
monsters your opponent controls. This turn, this card gains 500
ATK for each Xyz Material detached, and during this turn's
Battle Phase, this card can attack equal to the number of Xyz
Materials detached by this effect.

Combined effect of "Effect Veiler", "Shooting Star Dragon" and "Savior Demon Dragon"

Expect the worst to happen such as:
#1:
Opponent activate "Heavy Storm" and activate "Starlight Road" then summon "Stardust Dragon".
Opponent summon "Lord of D" and activate "The Flute of Summoning Dragon" and Special Summon "Galaxy-Eyes Photon Dragon" and which ever 8 stars Dragon.
You activate "Torrential Tribute", your opponent chain "Trap Stun".

**"I will create an Overlay network with these 3 monsters! Xyz Summon!

Opponent activate the effect of "Neo Galaxy-Eyes Photon Dragon"
Remove 2 material from your "No.39 Hope"
Attack become 5500.
"Neo Galaxy-Eyes Photon Dragon" attack "No.39 Hope" 5500 - 2500 = 3000 (8000:5000)
"Neo Galaxy-Eyes Photon Dragon" Direct attack - 5500 (8000:-500)

This is just some random stuff I think of when I was looking through the spoiler for "Galactic Overload"
I'm sure that when the booster is release, there will be some insane combo with this card doing a OTK like "Shooting Quasar Dragon".

  1. this card would seriously work best in a fallen angel deck, use dark creator to summon superbia and superbia to summon zerato..then somehow summon galaxy eyes and create the overlay network to summon" your fucked" dragon~

Unfortunately Shooting quasar Dragon is one of those few cards that is worth attempting to bring out that mostly cannot be replicated for the effort it takes to bring him out unless you have a quick mill tuner based deck that can get 9 tuners to the grave fast and bring out Red Nova to swing for an unblocked game. Unblocked is something due to effect negation that Quasar has not to mention by some off chance if someone does kill it their effort is rewarded with another beat-stick instantly replacing it with all its effects.
